Spring time in Korea especially Jeju Island and East Coast of Korea such as ULSAN 27 May ~31 May has International race for windsurfing and kite race too. Might as well go for it and continue to Jeju by an hour flight from Ulsan, Korea..
Strong 20~25 knots in Jeju, 4~5 windy days per week..Check it out at Windguru site..
Have Fun...

The channel between Koh Samui and Koh Phan Gan in Thailand is very windy at those times and not too rainy!
