The Singapore Open Windsurfing Championship will take place over 6-8 Feb 2009 & is a key event in the Singapore windsurfing calendar held annually during the northeast monsoon season. Currently into its 28th year, this year's event boasts of top local windsurfers pitting against the best in the region with teams from countries such as Thailand, Hong Kong, Malaysia, the Philippines and Indonesia taking part in the event. Over the years, the event has attracted top windsurfers from the regions with the likes of seasoned Olympic campaigner and multiple Asian Games and SEA Games gold medalist Oka Sulaksana, former ISAF World Youth champion Ho Chi Ho and 2007 SEA Games gold medalist 'Bo' Phanuthat Ruamsap. This year, we can expect the same if not better world-class windsurfing action from Oka and Bo on East Coast waters!

2    This year, the event promises to be bigger and better. To promote participation from the local windsurfing community and to reach out to both competitive windsurfers, races will be held in a total of 6 windsurfing classes – RS:X, Techno 293, Mistral One Design, Raceboard, Slalom and Formula. Apart from the RS:X which is the current Olympic class, the event will feature for the first time the Techno 293 Class, which is the official windsurfing class for youths and the windsurfing class chosen for the 2010 Youth Olympic Games.

3    To further promote windsurfing among the youths, the organisers are also co-hosting the Inter-Tertiary Windsurfing Competition (ITWC) alongside this year’s Singapore Open Windsurfing Championship. An annual event for tertiary students, the ITWC sees students from the 4 local universities – National University of Singapore, Nanyang Technological University, Singapore Management University and Singapore Institute of Management – racing on beginner boards. The event will also be open to secondary students from MOE’s Sea Sports Centre.This is in anticipation / preparation of the emergence of the 'Youth' Classes which Singapore will be hosting, i.e. the Asia Youth Games in 2009 and inaugural Youth Olympic Games in 2010. Through this event, we hope to continue to grow the sport in Singapore, especially among the youth and raise the level of windsurfing in Singapore.

4   Top Lucky Draw prize for competitors is a JP Windsurfing board($28xx), Neil Pryde, Teva, Dakine product prizes and guess what, Mr Neil Pryde the man will also be here. We also have Coke as our official F & B sponsor, Animal surfwear prizes, Aquapac prizes and a sumptuous Prize-Giving dinner courtesy of Constant Wind. A beautiful event T-shirt will also be yours!

5    We have also re-scheduled Slalom events to race over Saturday and Sunday only in view of many working personnel. Due to a slight space constraint at
NSRCC, sailors can also opt to base themselves at PA Water-Venture until their races call them out. They can also sign-out and sign-in at PA. Please do kindly head
to NSRCC daily to read the Race updates on the noticeboard and make sure to stay for the Prize-Giving dinner which is also held in conjunction with the
Constant Wind Opening Ceremony.

1   ORGANISING AUTHORITY

The 28th Singapore Open Windsurfing Championship 2009 is a Windsurfing Association Singapore event supported by the Singapore Sailing Federation.


2   VENUE

The event will be held off the waters of NSRCC Sea Sports Centre, Changi Coast Walk, Singapore, from 6 to 8 February 2009.


3   RULES

The event will be governed by the 2009/20012 Racing Rules of Sailing (RRS), including Appendix B – Windsurfing Competition Rules, the prescriptions of Singapore Sailing, where applicable, the relevant class rules, this Notice of Race and the Sailing Instructions. If there is a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence.


4   INVITATION TO PARTICIPATE

Invitations to participate in the event are extended to Members of the Association, Affiliated Club Members and Foreign Participants Affiliated to their Class Association.


5   CLASSES AND DIVISIONS

Competitors will be divided into the following Classes and Divisions :

RS:X
   RS:X – Open
   RS:X – Youth

   Techno 293
   Techno 293 – Boys (under 17 years)
   Techno 293 – Girls (under 17 years)
   Mistral One Design
   Mistral One Design – Open

Raceboard
   Raceboard – Open

        Formula
   Formula - Open
   Formula - Masters

     Slalom
   Slalom - Open
   Slalom - Ladies
   Slalom - Masters


6   EQUIPMENT

Each competitor shall provide his/her own equipment, unless arrangements have been made with the organiser to charter equipment.

Each competitor shall ensure that his or her equipment conforms to the relevant class rules. For RS:X, all equipment shall comply with the current RS:X class rules. For Techno 293 Class, all equipment shall comply with the current Techno 293 class rules with maximum sail size of 7.8m2. For Mistral One Design, all equipment shall comply with the current IMCO class rules. For Raceboard, all equipment shall conform to the current International Raceboard class rules with no maximum sail size. For Formula, all equipment shall comply with the current IFWC class rules. For Slalom, all equipment shall comply with current IFCA class rules.


7   SCHEDULE

8   SCORING

The ISAF Appendix A Low Point Scoring System will apply. A minimum of 3 races will constitute a series. If 3 or less races are conducted, there will be no discards. Where 4 to 6 races are conducted, 1 discard will be allowed. If there are 7 or more races are conducted, 2 discards are allowed.


9   SAILING INSTRUCTIONS

The Sailing Instructions will be available upon registration.


10   COURSES

Courses shall be as prescribed in the Sailing Instructions.


11   ADVERTISING

The event is designated as a Category C event in accordance with ISAF Regulation 20. Advertisement is restricted to whose advertising that does not conflict with that of the event sponsor/s or those not restricted by the Government of Singapore.

Each entry wishing to display advertising on its hull and/or sails shall notify the Organising Authority the details of advertising or Sponsors. The Organising Authority reserves the right to determine when a conflict may exist. All entry may be required to display the event sponsors' advertising on their sails.


12   RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing or receive radio communications not available to all boats. This restriction also applies to mobile telephones.


13   PRIZES

Medals or trophies will be awarded for the 1st, 2nd, 3rd, 4th and 5th placed competitors in each category, where applicable. Cash and product prizes may be awarded subject to the discretion of the Organising Authority.


14   SAFETY

The event will be conducted under Marine Port Authority, Applicable Law, Regulation 46 (1) of the MPA (Pleasure Craft) Regulation,1997. Adequate safety boats would be provided during all races over event hours. Competitors participate in the event at their own risk and indemnifies the organisers of any responsibility in the event of accident, injury or death.

15   PERSONAL FLOTATION DEVICE

All competitors shall wear a personal floatation device while racing.


16   DISCLAIMER OF LIABILITY

Competitors participate in the event entirely at their own risk. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event.


17   NATIONAL JURY

A National Jury shall be appointed in accordance with prescriptions of Singapore Sailing federation. Decisions of the Jury shall be final, and shall not be subject to appeal.


18   FEES

Entry fees shall be S$70 per competitor (S$50 for members of the Windsurfing Association Singapore), and must be accompanied by the official entry form. 


19   ENTRY

Application for entry must be made on the official entry form. Competitors shall enter by submitting a completed entry form with their entry fees to the Windsurfing Association Singapore by 5pm on Thursday, 5 February 2009.

Foreign competitors shall indicate their intent to participate by submitting their completed entry forms by email to singaporewindsurfing@yahoo.com by 17 January 2009. Payment of entry fees for foreign competitors may be made upon arrival.


20   REGISTRATION

The registration office will be located at:

21   TRANSPORTATION

The organizers will assist to arrange for two-way transportation between the Airport or Ferry Terminal and race venue. A fee of S$40 per set of equipment will be payable for the transportation of each set of equipment.


22   ACCOMMODATION

Accommodation for foreign competitors is available at the Paramount Hotel Singapore at the following special rates:

-   Single/Twin-sharing rooms at S$135 nett per room per night (includes breakfast)
-   Triple-sharing rooms at S$185 nett per room per night (includes breakfast)

latest update, Formula and Slalom will be run on Sat/Sun (7 & 8 Feb 2009).

earliest possible start of the race will be 10am onwards, so register early

PA based sailors can launch from there when indication of race is starting....

So do join in the fun races...
