Very interesting idea, as it's quite a hassle to keep a smaller board especially for the monsoon - either you rent an extra board rack for the whole year, or you have to keep the board in your house and bring it when the NE starts, which is all quite troublesome.  Maxi cab to the beach = $35 each way...

Imagine if PJ had a bunch of the latest Starboards lined up on the beach all thru the NE, and we could take them out for $10 - $20 an hour???

90l - 122l boards maybe
5m - 7.5m sails

$15/hr whole set rental
$50/day whole set rental
$12 insurance

erm, i'm not sure what would be suitable rates to rent out boards only / rigs only.

just some thoughts!

Hmm.. if sail at Changi, perhaps we can look at renting out futura or isonic ?? Volume of boards range from 90 - 120L and sail sizes range from 4.5 - 7.5 m...?? Just a suggestion ..

rental would lower the barriers of entry for noobs and intermediates looking to windsurf in different wind conditions

This is good news.  Here in the Phils, I remember it was blowing 15-20 from Dec 2 - Dec 10 last year.  Hopefully it will start here in three weeks.

So how can you predict when wind may come? I’ve been here 3 months now and haven’t really figured this out.
Failing that, I can offer you + your kit a lift to Changi for any heads-up on some high wind action!
